I must admit, that i’ve never used bookmarks myself, but it should be possible - here’s an excerpt from the handbook:
It’s possible to prevent, that a certain UI parameter will be overwritten by a bookmark. This can (only) be done by editing the MBSEQ_BM.V4 file:
Just replace the ‘+’ sign at the beginning of the parameter name by a ‘-’ sign.
Typical configuration slot:

You could turn this into an “all tracks selected” bookmark by writing:

This will only change the tracks, all other parameters won’t be touched!
So, you’d need to edit the bookmarks file, and put a “-” in nearly everywhere, just keep the “+” in the “Page” line. When activating such a bookmark, then everything but the “Page” should be unchanged.
Like this you can use bookmarks to trigger nearly any “state” of the SEQ v4+, including mutes and modes and you can select which states are recalled, by excluding the others with a “-”.

Regarding your other question, not sure if i understood that right, but i believe that the push button of the jog wheel encoder is logically wired to the same function as all other push buttons of the step encoders, which is “FAST” mode, accelerating all inputs (i.e. turning the encoder while pushing it will accelerate the inputs).
But what you could do with the bookmark feature would be a quick “two-finger gesture” (nothing rude 🙂), in which you’d press the bookmarks button with one finger, and with another finger of the same hand press either GP16 or GP1 (depending on your SEQ v4+ LH/RH variant) to quickly go to the events page, just as described above. Should work 🙂.
