Philthy hm, it should swing, but can only do so on quantized notes - applying swing should also be properly visible on the screen, as the notes are pushed around by swing, see here:

So, first record some notes, then apply FX->quantization, then apply FX-swing?
As an explanation:
The swing value applied depends on the quantization value set.
I.e. if you set quantization to sixteenth notes, maximum swing would push any notes to the next sixteenth, minimum swing would pull the notes to the previous sixteenth - thus it’s required to set the quantization option, otherwise swing will have no effect.
